TERMS OF REFERENCE (TOR) FOR COUNTRY AND SUBNATIONAL ADVISERS OF
AFRIHEALTH OPTONET ASSOCIATION (AHOA)
(adaptive and
applicable to AHOA’s Zonal Advisers and State Advisers in Nigeria; and AHOA’s
subnational levels as may be available in other countries)
1. Background and
Introduction
The Afrihealth
Optonet Association (AHOA) is a global civil society and community-focused Network
and Think-tank of civil society organizations, faith-based institutions, and
community stakeholders dedicated to promoting health, environmental
sustainability, social development, environment, sustainable development,
energy, social justice, and good governance across Africa and beyond. With 3,000+
registered members in over 120 countries, AHOA seeks to strengthen the capacity
of local actors, facilitate knowledge sharing, build partnerships, strengthen
capacity, promote multi-sectoral collaborations for sustainable development,
and coordinate advocacy and programmatic interventions that address pressing
social and developmental challenges.
To achieve these
objectives effectively, AHOA appoints Country/Subnational Advisers in each
country where it has an active presence. Country/Subnational Advisers serve as
the official representatives and primary contact persons of AHOA within their
respective countries. They are tasked with ensuring the alignment of
national-level activities with AHOA’s strategic priorities, fostering member
engagement, and acting as conduits for information, coordination, and
collaboration between the Secretariat, local stakeholders, and international
partners.
Country/Subnational
Advisers play a critical role in enhancing AHOA’s visibility, facilitating
partnerships, supporting program implementation, and promoting policy advocacy
tailored to local contexts. By bridging global strategies with national
realities, Country/Subnational Advisers enable AHOA to advance its mission of
empowering communities, improving health outcomes, and promoting sustainable
development across the continent. This Terms of Reference outlines the roles,
responsibilities, and expectations of Country/Subnational Advisers to ensure
effective engagement and impact at the national level.
2. Purpose of the
Role
The Country Adviser
serves as Advisers to AHOA’s Management/Secretariat/CEO in their respective
country, ensuring visibility, coordination, communication, and alignment of
local/national initiatives with AHOA’s continental strategy and global
mandates.
3. Key
Responsibilities
a. Coordination and
Representation
- Act as the official liaison between AHOA
Secretariat and members in the country.
- Represent AHOA in national forums, networks,
coalitions, and partnerships relevant to health, environment, climate
change, energy, social justice, and development.
- Promote the vision, mission, goals, and
activities of AHOA at country level.
b. Membership
Engagement and Support
- Maintain an up-to-date directory of AHOA members
and affiliates in the country.
- Facilitate communication, networking, and
collaboration among members.
- Support recruitment and onboarding of new
members.
- Coordinate national members’ meetings, workshops,
and dialogues.
c. Advocacy and
Policy Engagement
- Monitor national policy processes relevant to
AHOA’s thematic areas.
- Provide inputs and mobilize members for advocacy
and policy engagement at the national level.
- Promote integration of AHOA’s thematic priorities
into national development agendas.
d. Program
Development and Implementation
- Facilitate implementation of AHOA projects,
campaigns, and initiatives at the national level.
- Support mobilization of resources for joint
programming.
- Document and share best practices, lessons
learned, and innovations from the country.
e. Communication
and Reporting
- Provide Monthly updates and reports to the CEO of
AHOA.
- Disseminate information, opportunities, and calls
from AHOA to country members.
- Maintain effective communication channels (email,
WhatsApp, social media, etc.) with members.
- Include/copy afrihealthpartnerships@gmail.com and ceo@afrihealthcsos.org in all email messages and communication made in
the name of AHOA
- Include AHOA CEO’s number (+2348034725905) in all
WhatsApp and similar groups opened for all activities/engagements
involving/related to AHOA and its members
4. Deliverables
- Monthly updates
- Quarterly progress reports to the AHOA
Secretariat.
- Annual country workplan aligned with AHOA’s HENG
Pillars and PARCOM Strategies.
- Records of national activities, meetings, and
engagements.
- Updated national member database (at least every
quarter).
5. Accountability
and Supervision
- The Country Adviser is accountable to the AHOA
Secretariat and International Advisory Board (IAB) through the CEO of AHOA
- They shall work under the direct guidance of the
AHOA CEO, and report directly to the CEO
- Performance will be reviewed annually based on
agreed workplans and deliverables.
6. Duration of
Appointment
- Appointment is for a period of two years,
renewable subject to satisfactory performance and continued membership of
AHOA.
7. Qualifications
and Competencies
- Must be an active member of AHOA in good standing
at all times
- Demonstrated leadership, coordination, and
networking skills.
- Experience in one or more of AHOA’s thematic
areas (health, environment, climate, social development, etc.).
- Experience in one or more of AHOA’s strategic
areas (PARCOM)
- Strong advocacy, communication, and
report-writing skills.
- Ability to mobilize and engage stakeholders at
community and national levels.
- Commitment to volunteerism, inclusivity, and
AHOA’s values.
- High preference shall be given to persons who are
Fellows of AHOA
8. Support from
AHOA Secretariat
- Orientation and induction on AHOA’s vision,
mission, and strategies. All AHOA fellows have already received this.
- Technical backstopping and mentoring.
- Visibility and recognition through AHOA platforms,
activities, and local/international engagements
- Opportunities to participate in international
programmes and capacity building.
9. Code of Conduct
- Act in accordance with AHOA’s constitution,
policies, and procedures.
- Maintain neutrality, professionalism, and
integrity in all engagements.
- Avoid conflict of interest and safeguard the
image of AHOA at all times.
- Recommend to AHOA’s CEO, persons to be appointed
as AHOA patrons/matrons, given awards, or/and honoured with various
recognitions by AHOA within their respective countries/levels
- Must be duly registered member(s) of AHOA
